S&D treatment, SDT межд. эк. специальный [особый\] и дифференцированный режим (применяемая в рамках ВТО концепция предоставления более благоприятных условий развивающимся странам; основные формы специального и дифференцированного режима: отсутствие в ряде случаев обязательства предоставлять развитым странам торговые привилегии в ответ на привилегии, предоставленные развитыми странами; более низкие обязательства по сокращению тарифов и обеспечению доступа на рынок, которые могут принимать на себя развивающиеся страны по сравнению с развитыми; возможность более длительных переходных периодов и постадийного выполнения принятых обязательств развивающимися странами; освобождение наименее развитых стран от выполнения определенных обязательств ВТО; факт существования специального и дифференцированного режима позволяет говорить о существовании двухскоростной международной торговой системы: одной — для развитых стран, другой — для развивающихся; впервые принцип был применен на раунде Кеннеди, когда ГАТТ было пополнено положениями, требующими, чтобы развитые страны при выработке своей внешнеторговой политики учитывали потребности развивающихся стран; на Токийском раунде было закреплено, что товары, экспортируемые из развивающихся стран, должны пользоваться таможенными льготами; на Уругвайском раунде развивающимся странам был предоставлен более длительный, чем развитым странам, период для снижения и аннулирования ряда торговых барьеров)See:Англо-русский экономический словарь > special and differential treatment
